Easy question, easy answer.

Q: Will restricting access to these sites make the the problem of racial intolerance disappear?
A: No.

If the source of the problem exists then the problem exists.
I'm sick of people using children as an excuse for censorship. If people are so interested in protecting children then they should spend more time educating them, not restricting their access to information.

The people who design, run, support, fund and maintain these sites will continue to exist, and they will continue to do a lot worse things than publishing propaganda.
If you close your eyes really hard and pretend they don't exist then you're just pushing the problem onto someone else and no progress will ever be made.
Learning comes through confrontation and education, not avoidance and fear.

Children can, and have to, make their own decisions. We just have to educate them properly instead of wrapping them up in cotton wool and hiding them from anything that might possibly harm them.
